In Aragón we have the toughest legislation in this regard. I'm going to summarize what it consists of.
When you want to open an active tourism company, you have to carry out all the relevant procedures to open any other company, but to this, which is not little, you have to add the necessary procedures to enter the Registry of Active Tourism Companies of the Government of Aragon.
What procedures are necessary?
- Civil Liability Insurance
- Accident Insurance
- Qualified instructors
- Approved material for each activity
- Protocol in case of accidents
- Report on the activity

In Aragón all companies have to have a registration number. Request it if you have doubts about the company you are going to hire and you can check what activities it is authorized to carry out.
Although all these procedures are tedious, we are delighted that they force us to go through them, since it ensures that you meet minimum requirements.
The problem comes in all those autonomous communities where there is none, in some of them you only have to have civil liability insurance and fill out a form. So much so, that tourism departments of other communities call Aragonese companies to ask about the different aspects that a company must comply with (especially they have doubts about the material).
As everywhere, there are companies that of their own volition will meet these requirements, but they are not obliged to do so. As long as nothing happens... but what if it does, what? Find out before doing an activity and choose wisely.
Despite these terrible inequalities (I wish all companies had to meet the requirements mentioned above), Aragón is the most economical autonomous community when it comes to adventure sports. It's very shocking, really.
But we insist, before choosing, ask a thousand things, do not be afraid to ask, since the companies that meet all the requirements will be happy to show it to you.
